From September 1st, Shanghai's airports will begin time restrictions on how long cars can be at the departures area. Drivers will be able to drop off passengers for only 6 minutes.
Cars with only a driver but no passengers have not been allowed to enter the departures area since April 2016. This change has already improved traffic flow a lot, but during high traffic hours there are still people saying goodbye to passengers in the departure drop off area which causes congestion and delays for others.
The penalty for overstaying more than 6 minutes will be a 200RMB fine. Cars will be monitored by digital cameras, which operate 24/7.
At Hongqiao Terminal 1, construction work is going on. The new rules at that terminal will apply once the construction is finished.
